What is a Local Plan?

The Local Plan is the key spatial planning document for a local planning authority. It sets out local planning policies to guide future development, determining what will be built where, with guidelines on how buildings should be designed. It also shows what needs to be protected, conserved or enhanced such as green spaces, canals, heritage assets, retail frontages and space for industry and employment. 

The Local Plan includes other documents such as waste plans, area action plans and neighbourhood plans.

Along with the Mayor’s London Plan, the Local Plan is the main document that is used for making decisions on planning applications within a local planning authority.    

London boroughs’ Local Plans must be in conformity with the Mayor’s London Plan (published March 2021). 

Shaping Ealing – a new Local Plan

Ealing is creating a new Local Plan. The new Local Plan will set out a vision and strategic framework for the future development of Ealing over the next 15 years. It will include policies that support opportunities for inclusive growth to meet the needs of all of Ealing’s population.  

The new Local Plan will set out the number of homes and jobs to meet the needs of new and existing residents, and what community and other infrastructure will be required to support this growth. It will set out how the borough’s natural and historic environment will be protected and enhanced, as well as principles for creating well-designed buildings and places.      

The new Local Plan will have strategies for mitigating and adapting to climate change to help the borough become carbon neutral by 2030. It will also focus on promoting a pattern of development that helps people lead healthier more active lives.  

Local peoples’ views are vital in shaping Ealing’s new local plan. We are embarking on the first part of the Local Plan, where we listen to local people’s views on the borough. Following this initial engagement with Ealing’s community, we will consider everything people have told us when we draft our initial proposals for the Local Plan.
