Why is there an 18-tonne weight limit on Copley Close?
A long section of Copley Close sits above a railway line which runs through a tunnel. As part of the council’s ongoing housing redevelopment work, specialist consultants assessed the condition of the railway tunnel structure, including checking how much weight it can support.
The report raised concerns about the condition of the structure, and for safety reasons an 18-tonne weight limit has been introduced.
Why are the council introducing double yellow lines?
The report told us that we cannot continue to allow unauthorised parking on the footway along with moving traffic as it is placing too much weight on the tunnel. If we fail to act, the continued pressure presents serious safety risks to the highway, the tunnel, and their users.
The solution the council are moving ahead with is to implement double yellow lines on the east side of the road to prevent the unauthorised parking. Legitimate street parking on the opposite side of the road will not be affected.
I have signed a petition and sent an objection to the statutory consultation and disagree with the proposal for new double yellow lines. Will my opinion be listened to?
We understand that there is firm opposition to the introduction of double yellow lines. Whilst we would like to thank residents for their involvement in the consultation, safety must come first. Statutory replies to the consultation responses will be provided in due course.
Who wrote the report and why do the council have to follow the recommendations?
The council commissioned specialist consultants who are experienced and fully qualified structural engineers. Their advice and recommendations have been carefully considered and implemented due to legitimate concerns for safety.

You closed the under-croft parking and now, if you introduce double yellow lines, I will have nowhere to park close to my home.
The under-croft parking was restricted due to anti-social behaviour and concerns for safety and security. Parking on the footway and blocking pedestrian access has never been permitted and is only now becoming subject to enforcement. Legitimate street parking will not be affected.
