Electric vehicles and charging points

As part of Ealing Council’s commitment to tackling climate change and improving local air quality, we are supporting the take up of electric vehicles (EVs). They have an important role to play in the shift to active and sustainable modes of travel, especially for journeys that cannot be walked, cycled or made by public transport.  

We are working to expand the boroughwide network, so that all residents have an electric vehicle charging point (EVCP) within a 10 minute walk. There are now over 1,000 charge points in Ealing.

Benefits of electric vehicles

  • zero emission vehicles that meet the criteria are eligible for a 100% discount on the Congestion Charge until 24 December 2025
  • exempt from the Ultra Low Emission schemes
  • helps to clean up the borough's air
  • lower cost parking permit in the borough

There are public charging points across the UK. They are 'pay as you go', so you just pay for what you use.

Electric vehicle charging strategy

We have developed an EV charging strategy to plan ahead for Ealing’s EV charging needs up to 2030. This will help to make sure that every resident in Ealing is able to charge where and when they need to.

The strategy includes our current position on cross-pavement and gully charging on page 15.

On-street EV charging points in your neighbourhood 

There is a very high demand for more EVCPs to be installed in the borough.

You can suggest a location where you think an EVCP is needed. It is not possible to install them in every suggested location, due to physical and electrical safety reasons.

We look at all requests when considering new locations. We do not reply directly to all requests for a chargepoint, however if you would like to follow-up on your suggested location, please send a message to transportplanningservice@ealing.gov.uk

Installing your own EVCP 

If you have a driveway, installing an EV charger falls under permitted development.

The government offers grants to residents and businesses to install charge points on their own property (including driveways and garages).

Cross pavement charging

At present, the council does not permit charging an electric vehicle (EV) via a cross-pavement solution.

Cross-pavement chargers can involve significant upfront costs for residents and carry hidden costs that make them less attractive at this stage. In addition, charge gullies present notable safety concerns, liability remains uncertain, and they could lead to increased costs for the highway authority over time.

The council recognises the importance of EVs and remains focused on delivering the right mix of chargers for the borough. There are already more than 1,000 charge points installed in the borough, and we have secured government funding to install over 1,000 lamp column charging points in the coming years. These will make it easier for residents to charge EVs and are expected to offer the most affordable on-street charging option.

We understand that some residents would like to charge using their home supply, and this remains on our radar. However, we do not feel the time is right to trial gully charging until we have engaged more widely with residents about kerbside use and fully considered the potential costs to both the council and end users.
