How RISE service locations are chosen
Under its contract with Ealing Council, Change Grow Live (CGL) is responsible for finding and securing suitable buildings for RISE services.
Any proposed site is agreed with the council's public health team. Different roles in selecting and securing suitable sites are described below:
Role of the service provider (currently this is Change Grow Live)
- Identify and secure suitable premises from which to deliver RISE services
- Put in place and manage any lease or occupancy arrangements required for service delivery under the contract
- Arrange and ensure any necessary refurbishment or adaptation works are completed in line with their lease agreement to enable the premises to operate safely and effectively, in accordance with any regulatory requirements
Role of the council public health as a commissioner of the service
- Provide strategic oversight of the service
- Offer advice and guidance to the provider on proposed locations to help ensure they meet service needs and support good outcomes for residents
Role of the council as landlord
- In some cases, a council-owned property may be identified as the most suitable location for delivering services.
- Where this occurs, the council's role is as landlord, with responsibility for managing the property arrangements through the council's property services team.
- This role is separate from public health's commissioning role, and responsibilities are determined by the relevant lease or occupancy arrangements and legal requirements
Location decisions are based on:
- local need for drug and alcohol treatment
- how easy the site is to reach
- whether suitable buildings are available
- clinical and Care Quality Commission requirements
- national good practice guidance
National guidance recommends that treatment services are offered from accessible locations that do not make people feel judged or labelled.
Buildings close to town centres and public transport are often preferred because they are easier to reach and can help reduce the stigma linked to drug and alcohol treatment.
Decisions about service locations are based on:
- local need
- accessibility
- the availability of suitable premises
- the safe delivery of services
The council and RISE also work with local partners and organisations when planning significant service changes.
