New Local Plan

The New Local Plan regulation 19 consultation (public notice) has launched. The consultation will run from 28 February 2024 until 6pm on 10 April 2024. 

What is regulation 19?

Regulation 19 is the final opportunity to send in your feedback on Ealing's draft new local plan. The draft plan has been updated since the regulation 18 consultation and now represents the plan the council would want to see adopted. There are particular things we want your views on and we want to know if the plan passes the legal tests and is sound. The tests of soundness include:

  • positively prepared - providing a strategy which, as a minimum, seeks to meet the area’s objectively assessed needs and is informed by agreements with other authorities, so that unmet need from neighbouring areas is accommodated where it is practical to do so and is consistent with achieving sustainable development
  • justified - an appropriate strategy, taking into account the reasonable alternatives, and is based on proportionate evidence
  • effective - deliverable over the plan period and is based on effective joint working on cross-boundary strategic matters that have been dealt with rather than deferred, as evidenced by the statement of common ground
  • consistent with national policy - enabling the delivery of sustainable development in accordance with the policies in this Framework and other statements of national planning policy, where relevant. The London Plan is an integral part of the statutory development plan for the Local Planning authority in Ealing. Ealing’s Local Plan must be in “general conformity” with it.

Ealing Central Library drop-in sessions

1-1 meetings

We are open to 1-1 meetings with interested community organisations and stakeholders. If you would like to schedule a meeting with us, please email us on localplan@ealing.gov.uk – put ‘regulation 19 consultation 1-1 meeting organisation name’ in the subject. Please note we can only extend this to established community organisations and stakeholders. 

CIL Draft Charging Schedule consultation 

The consultation on the Community Infrastructure Levy (CIL) Draft Charging Schedule is running in conjunction with the regulation 19 consultation. It will run from 28 February until 10 April 2024.

The CIL Draft Charging Schedule is a locally set charge on new development. The levy is paid by the developer towards infrastructure projects in the borough. It is charged per square meter, with different rates for different uses. Ealing’s draft charging schedule sets out proposed Community Infrastructure Levy charges for different uses including residential, student housing, purpose-built shared living, HMOs, office, industry, hotel, and data centres. Once set, the levy is mandatory to pay and non-negotiable.
