Housing asset management compliance

We are committed to meeting legal and regulatory requirements. This includes fire and building safety checks, gas and electrical compliance, and actions to keep homes safe and secure.

Fire safety 

Landlords must carry out fire risk assessments (FRAs) in communal areas of residential buildings and complete any actions identified within appropriate timeframes. 

We are also responsible for the maintenance, replacement, and compliance of fire doors and fire safety systems to prevent the spread of fire and to make sure there are safe escape routes. 

Fire risk assessments (FRAs)

Electrical safety 

We carry out electrical safety inspections, known as electrical installation condition reports (EICRs) in all council-owned homes at least once every 5 years, and in communal areas in line with risk-based frequencies, to ensure resident safety and compliance with regulatory expectations.

  • domestic electrical testing (EICRs): 9,921 domestic EICRs were completed against a total target of 10,189 
  • communal electrical testing: 858 communal EICRs were completed against a total target of 872
  • all high-risk or category 1 issues are resolved on site before certification
  • medium-risk actions in progress: 2,215 medium-risk actions remain 
  • low-risk actions in progress: 32 low-risk actions remain 
  • there is a target of 100% compliance in this area by December 2025

Smoke alarms, heat detectors, and carbon monoxide detectors 

Since the Smoke and Carbon Monoxide Alarm (Amendment) Regulations were published in October 2022, landlords have been legally required to install working smoke alarms on every floor of a rented home and carbon monoxide alarms, also known as a CO detector, in any room containing a fixed combustion appliance. These detectors must be tested and maintained to make sure they remain in working order. 

  • 810 gas-serviced properties have not been confirmed as having a CO detector in place 
  • 3,398 properties have not been confirmed as having a smoke alarm in place
  • there is a target of 100% compliance in this area by July 2025

Gas safety 

Landlords must make sure that gas appliances, fittings, and flues provided for tenants are safe. Gas safety checks must be completed every 12 months by a Gas Safe registered engineer. Landlords must keep a record of each check and provide a copy to tenants within 28 days of visiting the property to complete checks. 

  • 99.9% of domestic landlord gas safety record checks completed

  • 7 properties had overdue certifications at the end of March, all under active management 

Lift safety

Lifts must be maintained and inspected under the Lifting Operations and Lifting Equipment Regulations 1998 (LOLER). This includes 6-monthly inspections and monthly maintenance checks. Any safety defects must be addressed immediately to prevent risk to residents and visitors. 

  • 113 lifts in place  
  • 99.1% of required LOLERs completed
  • no outstanding high-risk issues identified 

Legionella control 

Landlords have a legal duty to assess and control the risk of exposure to legionella bacteria under the Control of Substances Hazardous to Health (COSHH) Regulations 2002. This includes completing risk assessments, regularly checking water temperatures, cleaning showerheads, and flushing unused outlets in communal systems. 

  • 100% Legionella risk assessments completed
  • ongoing monthly temperature checks, servicing, and outlet flushing carried out 

Asbestos management 

Under the Control of Asbestos Regulations 2012, landlords must manage asbestos in communal areas of residential buildings. This includes carrying out asbestos management surveys, re-inspections (typically yearly), keeping an asbestos register, and making sure information is shared with contractors. Where refurbishment or demolition is planned, a more detailed survey must be carried out.
