How are conservation areas designated?
Section 69 of the Planning (Listed Buildings and Conservation Areas) Act 1990 requires councils as the local planning authority to determine from time to time, which parts of the area are of special architectural or historic interest, the character or appearance of which it is desirable to preserve or enhance. They are also required to review designations from time to time and to determine whether any parts, or any further parts of their area, should be designated.
Ealing Council undertook public and stakeholder consultation in 2022 on proposed changes to existing conservation area boundaries, as well as a proposal for a new conservation area at Northfields.
The responses to this were reported to the Local Plan Advisory Committee on 22 March 2023. The council agreed to take forward all recommendations to the next stage of formal consultation.

A checklist of the conservation areas affected is set out below. This includes 21 existing conservation areas and one new conservation area at Northfields. The conservation areas where no boundary changes are being proposed are also shown for information purposes, but please note that they do not form part of the consultation exercise.

A public meeting will also be held in relation to the proposed new conservation area at Northfields. The public meeting will be held at the Log Cabin, 259 Northfield Ave, London W5 4UA on Wednesday 22 November, 7pm to 9pm.
Next steps
Following the consultation, Ealing Council will carefully consider all comments received and make a resolution to make or not make the specified area into a conservation area. Publication will be made of any areas designated. The Secretary of State also has the powers to modify or cancel an order. The designation of any area as a conservation area will also be recorded as a local land charge.
In cases where conservation areas are designated, a separate statutory consultation will subsequently be carried out in relation to any proposed special planning controls (Article 4 Directions) for these areas. This will take place in 2024. Further details of these proposed controls are set out in the individual consultation reports, but it is important to note that the current consultation relates only to the proposed conservation area boundary change.
New local plan
The council has put together a summary of the regulation 18 local plan consultation, which closed in February 2023. The document outlines the quantitative statistics from the consultation, highlighting who we engaged with, where and how. A more detailed report with the representations and officer feedback will be published later in the year.
