The Local Plan sets out our planning policy. It is used to shape developments and guide decisions on where, how much, and what kind of development is needed in the borough.
The council submitted the draft New Local Plan on 18 November 2024 which will replace the current Local Plan and the Southall Opportunity Area Planning Framework.
The key stages of updating a Local Plan, as set out in the Town and Country Planning (Local Planning) Regulations 2012 (as amended), are set out below. In planning, these stages are often informally referred to by the regulation number that requires it, which is included in brackets.
Shaping Ealing
The New Local Plan was informed by feedback from the public through early consultation and engagement exercises. This process helped identify the key issues that local residents and businesses are dealing with, and it has helped to shape initial Local Plan proposals. A key element was a survey which asked residents, businesses and others to help us shape Ealing and the towns within it by putting your priorities under the spotlight. An early 'call for sites' was held inviting stakeholders to submit information on sites that could be suitable for development. The Shaping Ealing engagement was carried out between November 2021 and May 2022.

Initial Proposals (Regulation 18)
The Regulation 18 Local Plan was subject to a statutory public consultation period which ran for 10 weeks from 30 November 2022 to 8 February 2023 to obtain feedback from the local community, residents, businesses, developers and statutory consultees. As part of this process, a ‘call for sites’ exercise was also undertaken.

Final proposals (Regulation 19):
Having considered the responses from the Regulation 18 consultation and the findings from the completed evidence base and the Integrated Impact Assessment (IIA), the council published its Final Proposals (Regulation 19) for a statutory consultation period of six weeks. This was the final opportunity to provide feedback on Ealing's New Local Plan. The Reg 19 engagement was carried out between 28 February 2024 to 10 April 2024.

Submission and examination (Regulation 22)
At this stage, the final draft documents are submitted to the government, and an independent Inspector holds an examination into the soundness of the plan and the associated IIA and evidence. The examination hears evidence from anybody who wishes to make a submission on any of the key issues or questions highlighted by the Inspector. The Inspector considers all the evidence and representations made at each stage of the Local Plan consultation process. The Inspector can recommend adoption when the document satisfies certain legal requirements and can be considered ‘sound.’
