Antisocial behaviour case review (community trigger)
Antisocial behaviour (ASB) case review, also known as community trigger, gives you the right to ask for a review of the response to an antisocial behaviour problem that you have reported 3 times in the last 6 months.
Each report must have been about something that had happened within the month before you reported it.
The 3 reports can be to the same service ( Ealing Council, the police or housing association) or to 2 or more different services.
A case review cannot be used to report a new case of antisocial behaviour
How does it work
- any individual, business or community group (or a representative with written consent) can request an ASB case review
- the ASB case review process can be used when there have been at least 3 separate incidents regarding antisocial behaviour or hate incidents reported in the last 6 months, or 5 individuals have separately reported about the same issue in the last 6 months
- the complaints relate to the same behaviour, nuisance or problem
- the incidents were reported within 1 month of them happening
- the request for an ASB case review must be made within 6 months from when the original complaint was made
- anonymous reports do not meet the ASB case review threshold
The ASB review is not a complaints process. If you are unhappy with a council service please use the complaints process
Who is classed as a victim
A victim can be:
- an individual person
- a business
- a community group
A third party can make an application for an ASB case review on behalf of a victim, so long as the application is made with their permission.
Third parties could be a friend, relative, carer, councillor, MP or another professional person. The victim may need to be contacted to establish the facts and the review process will not be able to start until the victim has given their permission.
Information we need
If you decide to request an ASB case review you will need to give us the following information:
- dates of each complaint
- details of where you complained including name, organisation, and/or Incident Reference Number
- details about the ASB

You will need to specify that you would like an ASB Case review.
What happens next
Once you request the ASB case review, we will meet with all the relevant agencies to try to resolve the issue. We will:
- acknowledge your request for action
- ensure your case is reviewed by a panel of professionals from multiple agencies
- involve you in the process so that your voice is heard and your experiences are understood
- let you know of the outcome and a proposed action plan - if that is the outcome
Challenging the outcome
If you wish to appeal the panels decision, you must do so in writing within 10 workings days of receiving the decision letter. You must state clearly the points that you are appealing.
