Complain about an Ealing councillor

All Ealing councillors need to follow the council’s code of conduct for councillors. 

Use this form if you believe that an Ealing councillor has breached the code of conduct (PDF, 278KB).

Do not use this form if your complaint is about a service failure. Instead use the council’s complaints procedure. Complaints will only be accepted through this form, if they are about an allegation that the behaviour of an Ealing councillor is in breach of the code of conduct (PDF, 278KB).

Before you start

Please read the arrangements for dealing with complaints alleging a breach of the members code of conduct before you send your complaint. The arrangements tell you how your complaint will be managed. 

When complaining, it will be helpful if you can state the section of the code you believe the councillor has breached.

You must give the councillor’s name as well as your own name. Anonymous complaints will not normally be accepted. Only in exceptional circumstances, the director of legal and democratic services may agree to withhold your name from the councillor you are complaining about.

Complaints must be received in writing; please use this form. In line with the requirements of the Equalities Act 2010, we can make reasonable adjustments to help you if you have a disability that prevents you from making your complaint in writing. You will need

  • dates or timeframe of the alleged breach
  • name of the councillor
  • clear information outlining exactly what you believe the councillor has done that is wrong 
  • section of the code of conduct (PDF, 278KB) you believe they have breached by their actions

Uploading supporting documents

You should upload any documents, screenshots and links that support your complaint.

  • Accepted file types: Word (doc, docx), Acrobat (pdf), OpenDocument text (odt) Plain text (txt, rtf) 
  • We also accept photos taken on phones and tablets and the following image file types: bmp, gif, jpeg, png  
  • Zip and Excel (xls) files cannot be uploaded 

What happens next

Your complaint will be reviewed by the council’s director of legal and democratic services, in line with the council’s adopted procedure.  A copy of your complaint, including your name and copies of any documents you attach, will be sent to the councillor you are complaining about.

We aim to acknowledge your complaint within 5 working days. We will try to make a decision within 15 working days on whether to refer your complaint for a full investigation. It may sometimes take us longer.

If your complaint is referred for a full investigation, then that investigation is likely to take several months to complete. The investigation report will be referred to a councillor-level committee or panel for a decision on the final outcome.
