What are we proposing and why?
Ealing Council is proposing a Controlled Parking Zone (CPZ) in Greenford South and Greenford Town Centre to address high parking demand and improve local traffic conditions. A CPZ is a designated area where on-street parking is regulated, prioritising spaces for residents, businesses, and their visitors. The council is seeking feedback from residents and businesses on this proposal to help shape the area’s parking management and address ongoing challenges.
What is parking pressure?
Parking pressure, or parking stress, refers to the high demand for parking spaces. When more than 80% of parking spaces on a street are occupied, it creates a situation of “high parking stress.” Recent parking surveys in Greenford South and Greenford Town Centre showed significant pressure, with average occupancy rates of 95% and 60% respectively.
Why introduce a CPZ?
Data also shows that over 30% of car journeys within the borough cover less than 2km which, made easier by non-controlled parking zones, increases congestion and air pollution. Rethinking parking and promoting sustainable travel will:
- improve health through more physical activity
- reduce road congestion and relieve parking pressure
- improve air quality by reducing pollutants from road transport
- create a greener, safer, and healthier neighbourhood for all

What happens next
The council is required to carry out a 21-day statutory consultation. This involves placing notices on lampposts in the proposed area and publishing the notice in the Ealing Gazette.
The results of the consultation will be available at www.ealing.gov.uk/consultations in the new year. All comments and objections will be considered and addressed before any decision is made to proceed to implementation.
