Who can apply
The lead applicant must be a voluntary, community, faith or not-for-profit organisation.
An eligible organisation must normally:
- be not-for-profit, with any surplus reinvested in its aims or activities
- have a constitution, governing document or set of rules
- have at least 3 unrelated trustees, directors or management committee members
- have a bank account in the organisation's name with at least 2 unrelated signatories, or use an approved accountable body
- be financially solvent and able to manage the grant
- have appropriate safeguarding, insurance and risk arrangements for the proposed activity
- be able to monitor delivery and report on outcomes and spending
- show direct benefit for sanctuary seekers in the borough
Newer organisations
Organisations that have been operating for less than 12 months may apply independently where they can pass enhanced governance, financial and delivery-capability checks. An established accountable body will be needed where those checks are not met, or the application is considered higher risk. For the exceptional strategic grant, applicants would normally be expected to have an established accountable body unless they can demonstrate exceptional organisational and delivery capacity.
Organisations based outside the borough
Organisations based outside the borough may apply where it can demonstrate a clear benefit to our residents. Applicants must be able to evidence strong local delivery arrangements, established partnerships through Ealing VCFS organisations, or effective referral pathways into and across the borough. Applicants must also demonstrate how their proposal responds to an identified local need and complements, rather than duplicates, existing provision.
Schools, PTAs and statutory organisations
- Schools and Parent Teacher Associations are normally not eligible as lead applicants but may be delivery partners. An exceptional lead application may be considered only where the activity is additional to statutory provision, community-facing and clearly justified
- Council services, NHS bodies and other statutory organisations are not eligible as lead applicants but may participate as delivery, referral or strategic partners
