Apply or renew your freedom pass
An older person's Freedom Pass is available to all London residents over the age of 66.
You can apply for an older person's Freedom Pass online or by post.

Apply for a disabled persons Freedom Pass
A disabled person’s Freedom Pass is available to London residents with eligible disabilities.
You can apply for this Freedom Pass by downloading and completing our Freedom Pass application form.
Please make sure you have read the guidance notes before completing the application.
You will need:
- proof of your identity
- proof of your address
- one colour passport-sized photograph.
If you are applying under the category 'would be refused a driving licence other than on the grounds of persistent misuse of drugs or alcohol' then you must send a fitness to drive form. This should be completed by a medical professional.
Once you have filled in the application form, please attach the supporting documents and photograph and return it to:

What happens next
Applications take roughly 4 to 8 weeks to process from the date all documents have been received.
If your application is approved, the pass will be posted to your home address within 10 working days.
If your application is unsuccessful, we will write to you to explain why.
Change of address
All changes of address should be sent with proof of address by post to London Councils, who manage the Freedom Pass database.
Pass holders are advised to ring 0300 330 1433 (local call rate) or email info@freedompass.org. If we do not hold your correct address, residency checks may lead to your pass being cancelled.

Lost, stolen or damaged pass
Freedom pass holders can ask for a replacement pass online. Pass holders can send their request on the London Councils website.
Freedom Pass holders who lose or damage their passes will be charged £12 for a replacement.
