Ealing Lane Rental consultation

Ealing Council is consulting on proposals to introduce a lane rental scheme across some of the borough’s busiest roads to reduce disruption from roadworks.

A lane rental scheme encourages utilities and companies working on the roads to do so at less busy times on the borough’s most used roads. It also looks to encourage works to be completed as quickly and efficiently as possible.

The scheme would allow the council to charge a daily fee for roadworks based on how busy each road is. You can view a list of the roads  and a map of the lane rental scheme.

This charge would encourage all companies carrying out roadworks to do so outside of the busiest periods, finish them sooner, or work together with other companies so the road is not being dug up twice.

The lane rental scheme supports actions in the council’s transport strategy as well as the London Mayor’s plans to expand lane rental across London.

The council aims to keep transport in the borough efficient and safe. A lane rental scheme would help reduce congestion caused by roadworks, contributing to a cleaner, greener and safer borough.

Consultation

In accordance with the Lane Rental Schemes: Guidance for English Highway Authorities, Ealing Council is entering a period of public consultation. The consultation period will be open from 26 January 2026 to 23 February 2026. 

Once the consultation has finished, and the report has been published, the council will seek final approval on the scheme from the Department for Transport (DfT) before it can be implemented.

Governance

The council will put in place open and transparent governance procedures. It is likely to work with Transport for London and other London boroughs to create a London-wide governance process. The council will publish all documents in line with the Department for Transports requirements.
