Express an interest to run a council service

You can send an expression of interest between 1 May and 31 July each year. 

Sending an expression of interest is the first formal step in using the community right to challenge.

Before you start

The following groups can send an expression of interest under the community right to challenge:

  • voluntary or community bodies including social enterprises
  • bodies or trusts established for charitable purposes
  • parish councils 
  • two or more council employees

You will need

  • details of the relevant body, including:
    • all financial resources
    • evidence it will be able to take part in any procurement exercise
    • evidence that by the time of any procurement exercise it will be capable of providing the service
  • details of the service and geographical area the expression of interest relates to
  • details of the outcomes to be achieved, in particular:
    • promotion or improvement of the social, economic or environmental wellbeing of the authority area
    • the fulfilment of service user needs
  • where the relevant body is local authority employees, how they propose to engage with other employees affected by the expression of interest

What happens next

We will confirm that we have received your expression of interest. 

We will contact you giving more detail about the timescales for your expression of interest being considered and explain what will happen next.
