The new HHSRS guidance came into effect from 23 June 2026.
HHSRS looks at risks in your home that could affect your health and safety. The updated version puts more focus on common problems like damp and mould, homes that are too cold or too hot, fire risks, faulty electrics, poor ventilation, and overcrowding. These updates mean landlords must take clearer action to keep homes safe, warm, and in good condition.
There are 21 HHSRS hazards:
Protection against accidents
- Falls on the level
- Falling on stairs, steps, etc
- Falling between levels
- Fire and explosions
- Flames, hot surfaces, etc.
- Collisions, entrapment and ergonomics
- Structural collapse and falling elements
- Electrical hazards
Physiological requirements (health-related)
- Excess cold
- Radiation
- Damp and mould growth
- Lead
- Indoor air pollutants
- Excess heat
- Asbestos and manufactured mineral fibres
Protection against infection
- Domestic hygiene
- Water supply
Psychological requirements (security and comfort)
- Crowding and space
- Entry by intruders
- Noise
- Lighting and obstructed views
The council is committed to improving living conditions for residents. If you notice any issues in your home involving these hazards, you should report them as soon as possible so they can be fixed before they become serious. We will also identify and report any potential hazards in your home during scheduled visits, such as stock condition surveys and annual gas safety checks.
