Blue badge holder reside in low traffic neighbourhood exemption

The council has agreed to exempt people who are Blue Badge holders from camera enforcement within the low traffic neighbourhood (LTN) that they live in to enable residents who may be unable to walk or cycle to drive through their LTN road closure.

Blue Badge holders must apply to register a vehicle to enter the closure without a penalty. Please apply for a permit. Permits are issued at no cost to the applicant.

Please note that Blue Badge holders who drive through their LTN without having applied and received confirmation that their application was successful will be issued with a Penalty Charge Notice. 

At present there is no process available to enable Blue Badge holders that are without their own vehicle, or a specific vehicle to apply for the exemption. Officers will monitor this during the six month trial period associated with these changes and make improvements if possible. 

Documents needed

Within the application form you will be asked to upload the following documents to support your application.

Documents do not need to be originals and do not need to be certified. We will accept clear photographs of documents uploaded to the form from a smart phone.

You will need to upload:

  • Proof of Blue Badge - a clear colour copy of both sides of the Blue Badge.
  • Proof of your address - a copy of your council tax, gas or electricity bill dated within the last three months.
  • Proof of vehicle registration document registered at the LTN address - a copy of your vehicle registration document showing the LTN address that you are applying from e.g. a copy of your vehicle log book (V5C) or designated driver's log book.

To make sure we can process your application as quickly as possible, please double check you have provided us with all the correct information and supporting documentation we need. Incomplete applications will be closed if the requested information is not received and residents will need to reapply.

Officers are in the process of establishing alternative application processes and will provide further information on this page when available.

Status of application

Once you have submitted your application you will receive a confirmation email. Please allow at least five working days for your request to be reviewed and to receive an update on the status of your application.

Please continue to follow the restrictions until you have received confirmation of your registration exemption from the council.
