Consultation on penalty charge notice re-banding in Ealing

The consultation

There are two levels of charging in London for parking related penalty charge notices (PCNs), band A (the higher level of charge) and band B (the lower level of charge). The London Borough of Ealing is a band B borough for parking offences meaning that the lower set of charges apply. All other bus lane or traffic offences are already set at band A level across all London boroughs.

Within Ealing the number of PCNs issued has risen steadily for several years, with a total of increase of 41.8% recorded between 2016 and 2018. Across the rest of London the increase for the same period was only 6.8%.

While some of this increase may be due to improved detection by the enforcement team, we believe a larger factor is a decreased deterrent effect of the value of the PCN which has not been reviewed or increased since 2011. The council believes that becoming a Band A charging borough, and  increasing the value of the any issued PCNs, is likely to restore the deterrent effect of the PCN.

The council is, therefore, proposing to apply to the relevant authorities to re-band Ealing from band B to band A for parking contraventions.

What happens next

The results of this consultation will be fed back to ward councillors who will then make the decision on whether or not to apply to the Secretary of State to change the PCN bands in Ealing. Any application to the Secretary of State is also subject to the prior approval of the Mayor of London. If an application is progressed and successful, it is unlikely that any change would take effect before July 2020.
