Notice of changes to penalty charges and additional fees

Following a decision by the London Councils Transport and Environment Committee, and approved by the Mayor of London, the following increase in penalty charges and additional fees will take effect across London from 7 April 2025.

Penalty charges issued before 7 April, at the lower rate, will be honoured.

Prices are increasing to make sure penalty charge notices (PCN) remain effective deterrents and properly incentivise drivers to drive and park safely.

The money raised by PCNs cannot go into general funds for any purpose. Local authorities have a legal duty to make sure any net revenue raised by PCNs is reinvested in traffic and transport schemes.

In London this includes paying for the Freedom Pass providing free public transport for 1.2 million older and disabled Londoners.

Parking penalties at the higher level (currently £130) will increase by £30 to:

  • £160 (Band A) reduced to £80 if paid within 14 days from the date of issue of the Penalty Charge Notice.

Parking penalties at the lower level (currently £80) will increase by £30 to:

  • £110 (Band A) reduced to £55 if paid within 14 days from the date of issue of the Penalty Charge Notice.

Bus Lane and Moving Traffic contraventions will also increase by £30 as of the above date to:

  • Penalty for contraventions of bus lane regulations and moving traffic contraventions
    £160 reduced to £80 if paid within 14 days from the date of issue of the Penalty Charge Notice.
