Safeguarding consultation
Safeguarding is the technical term for the planning device that protects large scale projects like HS2 from developments that could conflict with building or operating them. A draft safeguarding direction has now been produced by HS2, which is accompanied by a series of plans showing the extent of the safeguarded area. This area basically includes all the land either side of the proposed line of route that HS2 consider will be required to construct and operate the railway. Not all the properties within the safeguarded area will be subject to demolition or be otherwise directly affected, and some of the land will be required on a temporary rather than a permanent basis, eg for construction work sites.
The safeguarding consultation is principally aimed at local planning authorities; however individual land and property owners will be indirectly affected as the location of their land will determine the compensation package available.
