Prepared jointly by the six west London boroughs of Brent, Ealing, Harrow, Hounslow, Hillingdon, Richmond upon Thames and the Old Oak and Park Royal Development Corporation, the West London Plan sets out a strategy for the sustainable management of waste arising in the area over a 17-year period up to 2031. Forming part of the Local Plan, this development plan document provides an up-to-date policy framework to assess planning applications for waste management facilities across the six west London boroughs and the Old Oak and Park Royal Development Corporation. The plan principally sets out to identify and safeguard sufficient sites for waste management facilities in the area to satisfy the waste apportionment targets established in the London Plan (2011 & FALP). These site allocations are supplemented by development management policies.
Following the plan’s examination in public in October 2014, the Inspector concluded in his report that the plan was legally compliant and sound, subject to certain modifications being undertaken to the plan. Having finalised the plan, each of the authorities have sought authorisation from their respective decision making bodies to adopt the plan. Within Ealing Full Council resolved to adopt the plan on the 9 June 2015, and the final adopting authority, the OPDC, passed a similar resolution on the 28 July 2015. The plan is now formally adopted.
As detailed in Appendix 7 of the plan, the plan replaces many of the planning policies concerning the management of waste contained in the boroughs’ local plans.
