LIFT is a system that can facilitate early identification of households who may benefit from targeted support around the cost of living and financial wellbeing. Ealing Council aims to provide support to these households to prevent them getting into crisis now and in the future.

Ealing residents who are in receipt of benefits and may need support or assistance with applying for additional eligible benefits or support to help them with rising living costs
Why the council needs your information and how the council uses it
In order to help households in need, Ealing Council may use the personal information provided by you as part of your Council Tax, Housing Benefit, DWP Benefits (including Universal Credit), Tax Credits, Rent or Council Tax Arrears, Discretionary Housing Payment, or applications to the Local Welfare Assistance Fund, to assess your eligibility for any additional benefits, grants or support you may be entitled to.
What data do we collect?
Personal information can be anything that identifies and relates to a living person. This can include information that when linked with other information, allows a person to be uniquely identified. The data we collect includes:
- your name, address and contact details, including email address and telephone number, date of birth.
- ownership and/or tenancy details for your domestic property(s)
- ownership and/or tenancy details for non-domestic property(s)
- partner details
- information about other people living in your household including children
- employment and banking details
- income details
- savings and capital details
- Housing Benefit or Council Tax support claim number
- disability information

We have a statutory function to carry out the above duties under various legislation including the following:

We do not transfer any of your personal information outside the European Economic Area (‘EEA’).
Automated decisions
The LIFT tool uses your personal data to identify what support may be available to you. It also helps to identify if any interventions or support has made a difference to you. No automated decisions are made as part of this process.
How long do we keep your information?
We hold personal data in line with the council’s retention schedule.
At the end of the retention period, the information is reviewed and only retained where there is an ongoing requirement to retain for a statutory or legal purpose. Following this, personal information will be securely destroyed.
We may also anonymise some personal data you provide to us to ensure that you cannot be identified and use this data to allow the council to effectively target and plan the provision of services.
Your rights and access to your information
You have the right to request a copy of the information that we hold about you.
The Data Protection Act 2018 also gives you additional rights that refer to how the council holds and uses your information.
Consequently, under certain circumstances, by law you have the right to:
- withdraw consent (where applicable) and the right to object and restrict further processing of your data; however, this may affect service delivery to you.
- request to have your data deleted where there is no compelling reason for its continued processing and provided that there are no legitimate grounds for retaining it.
- request your data to be rectified if it is inaccurate or incomplete
- have your data transferred or copied should you move to another authority (where applicable)
- not be subject to automated decision-making including profiling (where applicable)
