The consultation
Ealing Council currently has 5 community managed libraries, which are successfully operated by local communities and organisations. We are seeking your views on the proposal to transfer 2 more libraries to communities to function as community managed libraries (CML):
- Jubilee Gardens library
- Northolt Leisure library
Under this proposal, the council would offer grants to community groups or organisations willing to manage these libraries while also providing ongoing support to ensure sustainability.
In shaping this proposal, we have been guided by the following priorities:
- maintaining the current provision of library stock
- making sure a centrally located library with good transport links is accessible to all borough residents
- collaborating with communities to co-develop a community managed library model in areas of lower need.

Your views
We welcome feedback from all residents, regardless of whether they currently use library services. We are particularly keen to hear from those interested in supporting and enhancing local library provision.
We have made it as simple as possible for everyone to share their views. You can participate by:
- completing the online survey
- obtaining a printed copy from your local library
This consultation will run between 1 and 30 April 2025.
What happens next?
Feedback from this consultation will be presented at Cabinet in summer 2025 for a final decision. Should the proposals be approved, we will invite community groups and organisations to express their interest in running the libraries. Pending a successful outcome, the transfer of Jubilee Gardens and Northolt Leisure to community management would commence from autumn 2025.
