Central Point of Access: Joint Triage Panel for Ealing Children’s Services

We have a duty under the Children Act 2004 (legislation.gov.uk) to work with partners to provide and improve services to children and young people in the local area. We may share the information we have with other bodies responsible for administering services to children and young people. As part of our Central Point of Access for Ealing Children’s Services, we have established a Pilot Joint Triage Panel. The purpose of The Joint Triage Panel is to improve coordination between local Children’s Services Referral Pathways, with the aim of integrating the support offer and to achieve better outcomes for the child or young person. 

Information that you provide will be captured, processed and stored in accordance with the provisions of the Data Protection Act 2018 and other relevant legislation. The Data Protection Act 2018 controls how your personal information is used by organisations, businesses or the government.

The Data Protection Act 2018 is the UK’s implementation of the General Data Protection Regulation (GDPR).

Everyone responsible for using personal data has to follow strict rules called ‘data protection principles. They must make sure the information is:

  • used fairly, lawfully and transparently
  • used for specified, explicit purposes
  • used in a way that is adequate, relevant and limited to only what is necessary
  • accurate and, where necessary, kept up to date
  • kept for no longer than is necessary
  • handled in a way that ensures appropriate security, including protection against unlawful or unauthorised processing, access, loss, destruction or damage

There is stronger legal protection for special category data , such as that which may reveal:

  • race
  • ethnic background
  • political opinions
  • religious beliefs
  • trade union membership
  • genetics
  • biometrics (where used for identification)
  • health
  • sex life or orientation

As part of the Central Point of Access Joint Triage Panel Information may be shared with partners who provide support to families in Ealing including:

  • West London NHS Foundation Trust
  • Central and North West London NHS Foundation Trust
  • Ealing Community Partners
  • London borough of Ealing children’s integrated response services

The legal basis for sharing information as part of the Joint Triage Panel is consent under the Data Protection Act 2018 and General Data Protection Regulation (GDPR). Specifically, consent will be sought under Article 6 (a) Consent: where the individual has given clear consent to process their personal data for a specific purpose and Article 9 (a) Explicit consent for special category data. Further information: guide to lawful basis (ICO)

Ealing Children’s Joint Triage Panel consists of qualified enhanced vetted individuals, representing the above-named organisations. The information they will ask for, and capture for the purpose of an appropriate response will be:

  • the Name of the subject (child) and other family members, their carers and other persons whose presence and/or relationship with the subject child or children is relevant to identifying and assessing the risks to that child.
  • age/date of birth of the subject and other family members, carers, other persons detailed.
  • ethnic original of family members
  • relevant Police information and Intelligence
  • children centres, school and education information (to include family members where appropriate and relevant).
  • GP and health records (to include family members where appropriate and relevant).
  • relevant Anti social behaviour data (including but not exclusive to noise disturbance)
  • housing and other partnership data relevant to the child and family who may affect the welfare of that child
  • Health visitors or school nurse details
  • reason for contact
  • information and comments from the child

The supplying agency retains ownership of their information within the Joint Triage Panel, this means they remain the Data Controller for the purposes of the Data Protection Act 2018.   The data is only released if the agency/professional is satisfied that there is a necessary proportionate reason to do so, and that they have the authority to do so within existing legislation and having regard to any agency specific guidance.  Once released to the appropriate agency for action that agency becomes the Data Controller and is responsible for the safeguarding of the data under the Data Protection Act 2018.  All members of this Joint Triage Panel are registered as ‘Data Controllers’ under the Act.

This service will not disclose your personal information to third parties for marketing purposes.
