eProcurement is a way of doing business with the council electronically. We buy goods, services and works from a wide range of suppliers and service providers. Contracts are awarded to organisations that can meet our standards and offer best value for money. Contracts can range from small, one-off purchases up to multi-million pound service contracts lasting several years.
Three year procurement pipeline
To ensure better visibility and access to tendering opportunities for small and medium sized local businesses, the procurement pipeline contains details of contracts expected to be re-procured and new procurement projects that are expected to be undertaken by Ealing Council with a value greater than £75,000.
Please be aware that there is no guarantee that any published pipeline project will lead to a tender publication as we may opt to make use of a compliant framework agreement, exercise an extension option in the contract or decide not to proceed with the procurement altogether.

When a contract is due for renewal an advertisement is placed on one of the three online portals:
Contracts finder
This is an online service specifically designed for small medium enterprises (SME). Contracts Finder is used by officers across the council for any contracts which are advertised.
Suppliers who are interested in providing a range of goods, services and works are encouraged to register their details on the system so they can capture any existing procurement opportunities.
Tender opportunities are advertised on Ealing Tender Management Portal
The benefits to suppliers are:
- suppliers' details are stored in the portal which means that they do not have to fill out all sections of their submissions for each project they bid for. This should encourage greater numbers of suppliers to bid, including more local small medium enterprises (SME)
- the portal provides a single point of access to what Ealing is purchasing, making it much easier to find and bid for opportunities
- enables improved communications without the use of paper with reminders and notifications of key milestone sent to the supplier throughout
Contract award notices will also be placed on these systems once a procurement had been completed.

Ealing procurement framework (EPF)
Ealing Council are excited to announce the EPF neutral vendor framework. This has been designed in partnership with Matrix to provide the public sector with an efficient, compliant route to procure professional services, works and goods. The EPF is a multi-specialism framework enabling public sector organisations to buy and manage professional services, works and goods from a dynamic community of local and national suppliers. The unique framework has been created by public sector professionals for the public sector. It will provide the opportunity to rapidly procure whilst achieving significant savings and efficiencies.
Accessing the framework and engaging the Matrix solution provides a range of benefits and added value services. These are designed to deliver greater control, visibility and transparency across the entire procure to pay process including:
- direct awards within 24 hours and mini competitions invitation to award within 14 days
- potential savings of between 10% to 20% per project plus a range of soft savings
- support with specification development involving an easy and intuitive process for creating briefs and statements of requirement
- supplier selection advice from a comprehensive range of pre-approved and accredited suppliers
- powerful, feature rich, real time management information and business intelligence reporting tools as standard
- rate and project benchmarking support
- support with evaluation and moderation process of competition procurements
- full end to end contract management

The framework will use Matrix’s experience and expertise to actively promote and support the recent positive procurement rule changes. The EPF will ensure that small and medium sized enterprises along with voluntary, community and social enterprises have the opportunity to work closer and more effectively with the public sector.
The EPF will create opportunities for suppliers. Following registration and accreditation to the Matrix supplier community, suppliers will no longer be required to spend time on pre-qualification elements. The supplier community provides the opportunity to compete on a level playing field for contracts that previously may have been out of reach.
How to become a supplier
Registering to become an accredited supplier is a simple to follow digital process with support available at all stages. Registering and accrediting will provide your company with an opportunity to access a broad range of requirements across the UK.
