Apply for an empty property exemption for a patient in hospital or a care home (Class E)

A property may be exempt from council tax if no-one lives in it because the person paying council tax permanently lives in a hospital, a nursing home or a care home.

If the person who has moved is renting, then the exemption will be given until the end of the tenancy.

Before you start

Apply if:

  • No-one lives in the property
  • The person who lived there before has their main residence in a hospital, a nursing home or a residential care home
  • The unoccupied property was the only or main residence of the person now living in a hospital or care home.

The exemption may not be awarded when a person stays in a hospital, nursing home, or residential care home for a short time, or plans to return to the property.

If someone goes to live in a nursing home or residential care home after a stay in a hospital, the council may be able to consider a claim for an exemption from the date of the hospital stay.

You will need

  • Council tax account number (if known)
  • Address of property
  • Letter from the nursing home (if available)

  • We also accept photos taken on phones and tablets and the following image file types - jpeg, gif, png
  • There is a maximum individual file size per document of 50MB

What happens next

We will write to the home to check.

We aim to give you an answer within 10 working days. It may take longer if we are waiting for a reply from the hospital or care home. Please check My Account for updates.

We will either reduce your bill or let you know why we can’t. While you are waiting for a decision, please carry on paying the amount of council tax shown in your last bill.
