School Streets vehicle exemption form

School Streets is a scheme where the streets outside a school are closed to traffic at school opening and closing times.  Vehicles must not enter the School Street pedestrian and cycle zone during set times unless they have a School Street permit. Vehicles without a School Street permit will get a penalty charge notice (fine).

Please fill in this form to request a permit or special dispensation, for a School Street. You will need to complete a form for each household.

Before you start

Only residents living within the School Street qualify to apply for a School Street permit for vehicles registered with the Driver and Vehicle Licensing Agency (DVLA) at their properties. 

Businesses within the School Street can apply for permits for vehicles registered with their company. 

Some other vehicles can apply for School Street permits, such as contract school transport dropping or picking up children from the school or their home address, if it is within a School Street scheme. Information on who can access the School Street

You will need

Proof of residence for each applicant - utility bill (electricity, gas or water) or bank statement dated within the last 3 months, or the latest council tax bill. 

Proof of registration for each vehicle you are applying for - V5C registration document (log book) registered to the property within the School Street 

For special dispensation, if you qualify but don’t live in the School Street, you will need the following if you:

  • are a blue badge holder that takes children to the school – both sides of your blue badge and a letter from the school, on their headed paper, to confirm that you have children at the school. 
  • are a blue badge holder employed by the school - both sides of your blue badge and a letter from the school, on their headed paper, to confirm that you are employed at the school. 
  • are an official carer of a resident within the School Street - a copy of the official notification that you are visiting that resident within the School Street for care duties for example a letter on headed paper from an NHS professional (for example  a GP) or from a council professional (for example a social worker), or proof of a carers allowance if they are claiming. 
  • drive a company or lease car - a letter from the company, on their headed paper, stating you have the owner’s permission for the vehicle to be used by a resident of a property in the zone.

Uploading supporting documents

You will be asked to upload some documents. For example, utility bill (electricity, gas or water) or bank statement, annual council tax bill, vehicle registration document (V5C).

  • Accepted file types: Acrobat (pdf)
  • We also accept photos taken on phones and tablets and the following image file types: bmp, gif, jpeg, png  
  • Zip and Excel (xls) files cannot be uploaded 

What happens next

Please allow at least 10 working days for your request to be reviewed. 

Please do not enter the School Street pedestrian and cycle zone during operational times until you get confirmation that your application has been approved. If you do you may get  a penalty charge notice (fine).

This form should take about 5 minutes to complete.
