The Deans Road and Montague Avenue (W7) area is a proposed low traffic neighbourhood (LTN), made possible with funding from the Department for Transport (DfT), via the Streetspace London programme.
The identification of Deans Road and Montague Avenue as a standalone LTN originated from supportive feedback from residents, as these restrictions were previously trialled as part of LTN 21: West Ealing South, whose trial ended early in May 2021 due to the decision by Hounslow council to close Swyncombe Avenue.
There was significant concern that large numbers of people would drive in order to avoid contact with others on public transport due to social distancing measures. This could potentially lead to a large increase in rat-run traffic through this area.
Our streets are simply not designed for some of the high levels of traffic we are seeing on local roads. This is why the council is supporting residents to choose active travel like walking or cycling wherever possible, instead of taking shorter journeys in the car.
Evidence from across London and Ealing’s trials indicates that LTNs can help deliver that change. LTNs can help to meet our climate objectives, improve air quality, and cut down on harmful pollution that affects all of our health, our environment, and the climate. With reduced volumes of through traffic in neighbourhoods, it also can make using our roads and streets safer and more pleasant, making it easier to choose alternative, car free ways of getting around.
Description of the scheme
The installation of wooden planters, Automatic Number-plate Recognition (ANPR) camera enforcement and accompanying signage to discourage rat-run traffic are at the following location:
Montague Avenue at the junction with St George's Road
Emergency services, refuse vehicles, pedestrians and cyclists remain unaffected and continue to have access through the road closures. All other vehicles may have to find alternative routes. Residents continue to have access by car to their properties, but this may be via a different route. Blue Badge Holders who live within this proposed LTN will be able to apply for an exemption from ANPR camera enforcement within the LTN they live in.
Data collected to assess the impacts of the proposed Dean’s Road and Montague Avenue LTN to April 2021
The proposal for Dean’s Road and Montague Avenue LTN is designed to prevent through traffic from routing between Boston Road and Uxbridge Road via Cambridge Road, Montague Road or Deans Road, and Montague Avenue. The introduction of this LTN might therefore be expected to have an effect on traffic levels and congestion on Boston Road/Lower Boston Road north of Cambridge Road and on Uxbridge Road between the Viaduct junction and the Church Road roundabout.
Although the proposed LTN is part of what was LTN 21, the data relating to LTN 21 cannot reliably be used to predict that likely effects of the proposed measures. Other measures that were part of LTN 21 would also be likely to have had some effect on Boston Road/Lower Boston Road and Uxbridge Road, and the specific effects of the Montague Avenue traffic filter cannot be separately identified.
While there is not data specifically relating to the proposed measures to be reintroduced at Dean’s Road and Montague Avenue, data from air quality monitoring from diffusion tubes placed in the previous LTN 21 demonstrate that NO2 mean concentration levels from both the LTN initiative and the baseline NO2 regular monitoring programme, over the same period, remain below the EU limit value of 40micrograms per cubic metre (µɡ/m³).
Analysis also shows anti-social behaviour and crime patterns in LTNs follow a similar pattern across the borough overall, suggesting that the introduction of LTNs has not had an impact on overall crime levels.

Local people and businesses that have been directly affected by the trial LTN scheme were invited to have a final say (deadling 23 July 2021) as part of a non-statutory consultation on whether to reintroduce Deans Road and Montague Avenue LTN on a permanent basis, following its removal when LTN 21: West Ealing South’s trial ended. If reinstated, the measures would be reintroduced, and statutory consultation will take place.
