COVID-19 emergency fund

Ealing Council has created a £1.5m Emergency Fund to assist vulnerable residents and aid essential community services across the borough. This fund provides support for organisations, providers and individuals where financial support is needed as a result of the unprecedented challenges created by Coronavirus (COVID-19). 

Residents

Exceptional Hardship

The Exceptional Hardship fund provides a range of support for individuals experiencing great difficulty due to COVID-19. To apply for this funding visit the local welfare assistance page to apply online or contact tel: 020 8825 6237  

Self-employed  

People who are self-employed and who live and pay council tax in Ealing can defer council tax payment by up to six months. Residents will be asked to provide evidence to show that they are self employed. Customers can do this by registering for an online account and completing a ‘general enquiry form’ or by calling the council’s contact centre on tel: 020 8825 7050.

These measures come in addition to the council tax reduction scheme which gives those faced with financial hardship easier access to immediate relief on their council tax.

Council Tax deferral and preferential payment terms

For residents experiencing hardship who do not qualify council tax reduction, the council will provide residents the option to defer payment of council tax for up to three months.  Residents will be asked to provide verbal or written statement of hardship. Customers can do this by registering for an online account and completing a ‘general enquiry form’ or by calling the council’s contact centre on tel: 020 8825 7050.

The council is also offering support to residents to pay their bills in a flexible way with preferential payment terms. Please contact the council’s council tax team on tel: 020 8825 7050 to discuss the options available.

Voluntary and community sector

Funding is available for voluntary and key service provider organisations operating in support of elderly/vulnerable/children. A fixed grant of either £5,000 or £10,000 will be allocated to organisations, that meet our criteria and provide services to elderly, vulnerable and young. They will be asked to provide details of what the funds are for.  This may be providing services and support to one or more of the above groups to help the organisation either deliver additional services to meet increasing demands or to maintain existing services where the organisation is experiencing immediate financial pressure and uncertainty because of the coronavirus (COVID-19) pandemic such as higher staff absences, fewer volunteers and lower donations. 
 
To apply for funding you need to complete a e-form application. On the form we ask that you please outline your reasons for application, including how you intend to allocate funding, identifying any  financial or other pressures created by the pandemic and demonstrating how the funding will enable you to increase or maintain the services you deliver.

  • Community Connections
  • Information and advice
  • Mental Health
  • Respite Care
  • Domestic Violence

Note that with the government provide increasing support, this will be monitored to avoid duplication of funding, for example the recent salary cover. Applications will be assessed on a rolling basis in view of the urgency of need.

Food assistance

Grant funding is available for voluntary and charity organisations delivering food provision to people vulnerable to COVID-19. Organisations eligible for funding will be contacted directly. Residents requiring food assistance can contact Ealing Together for support.

Businesses

Childcare provision

Emergency funding has been made available for providers of childcare including nursery schools. Funding for this grant will be applied automatically. If it is not shown on your bill, but you believe you should be eligible, please contact the business rates team at businessratesteam@ealing.gov.uk or tel: 020 8825 7020

The council also commits to:
  • Continuing to pay existing essential service providers regardless of their ability to deliver the full range of services expected in normal operating circumstances
  • Offering preferential payment terms to pay existing providers and suppliers on zero day terms, or in exceptional cases, up to 12 weeks in advance.
  • Offering support to businesses to pay their bills in a flexible way with payment deferral options.
