Terms and conditions: parking permits

The council may withdraw a permit if it appears that any of the details supplied are false.

Eligibility for a resident's or business permit

The following types of vehicles are eligible. The entire vehicle must fit within the marked space. It must be either:

  • A passenger vehicle
  • A goods carrying vehicle, the overall height of which does not exceed 3 metres
  • A goods carrying vehicle, the overall width of which does not exceed 1.83 metres.

Declaration for a resident’s permit

  1. I hereby certify that my usual place of abode is at the address selected in my application, and I wish to apply for a residents' parking permit in respect of the vehicle details entered in my application.
  2. I understand that any permit issued to me by Ealing Council is in respect of the said vehicle and that this, and any subsequent issue of a permit, is conditional upon my surrendering the permit if:
    1. I cease to be a resident at the address specified in my application.
    2. I cease to own the vehicle specified in my application.
    3. The vehicle specified in my application is adapted or used in such a manner that it ceases to be a passenger vehicle or of the class so described.
    4. I am issued with a duplicate permit (unless electronically issued).
    5. The said permit ceases to be valid at the expiration of the specified period.
    6. The permit is withdrawn pursuant to the provisions of the relevant traffic order.
  3. I undertake to inform the council immediately if any of these events occur. Failure may result in legal action and/or the issue of Penalty Charge Notices (PCNs).

Requirements for applications and issue of resident's permits

  1. The online processes for applying must be completed each time a permit is requested, including the renewal of an existing permit and/or a change of vehicle. Application forms must be completed for permits of a paper nature.
  2. The applicant named must sign the application (unless applying online).
  3. The applicant must provide a valid proof of residency and must be a resident in the Controlled Parking Zone (CPZ) for which they are applying.
  4. If the applicant does not own the vehicle for which they are applying for, then the applicant needs to satisfy the council that the vehicle is solely driven and kept by the applicant with the owner’s permission.
  5. The vehicle for which the applicant is applying must not exceed 3 metres in height and 1.83 metres in width.

Declaration for a business permit

I hereby certify that my usual place of work is at the address selected in my application, and I wish to apply for a business parking permit in respect of the vehicle details entered in my application.

  1. I understand that any permit issued to me by the council is in respect of the said vehicle and that this and any subsequent issue of a permit is conditional upon my surrendering the permit if:
  2. I cease to be an employee at the address specified in my application.I cease to be a resident at the address specified in my application.
    1. I cease to own the vehicle specified in my application.
    2. The vehicle specified in my application is adapted or used in such a manner that it ceases to be a passenger vehicle or of the class so described.
    3. I am issued with a duplicate permit (unless electronically issued).
    4. The said permit ceases to be valid at the expiration of the specified period.
    5. The permit is withdrawn pursuant to the provisions of the relevant traffic order.
  3. I undertake to inform the council immediately if any of these events occur. Failure may result in legal action and/or the issue of Penalty Charge Notices (PCNs).

Requirements for applications and issue of business permits

  1. The online processes for applying must be completed each time a permit is requested, including the renewal of an existing permit and/or a change of vehicle. Application forms must be completed for permits of a paper nature.
  2. The named applicant must sign the application form (unless applying online).
  3. The applicant must provide a letter, on company letterhead, briefly outlining what the vehicle will be used for.
  4. A copy of the non-domestic rates bill for the company must be provided.

The use of resident's parking spaces and parking permits

  • Permit holders are only permitted to park in pay and display bays if they pay the appropriate charge.
  • A parking permit does not allow the holder to park in stop and shop bays or specific user’s bays (eg disabled bays.)
  • A parking permit allows the vehicle - for which it has been issued - to park in any available residents parking space with the CPZ. Individual parking spaces will not be allocated to any particular vehicle.
  • The permit enables the holder to park within their allocated zone only.

Renewal of a resident parking permit

It is the responsibility of the resident to renew their permit. The council cannot be held liable for late renewals and it’s possible consequences.

If you have changed your vehicle within the last 12 months we also require a copy of the log book (V5C).

Change or disposal of vehicle, or the resident moving out of the CPZ

  1. Resident's permit holders can change details on their permit by logging into their online account. Those who are issued with physical paper permits should contact Parking Services who can change their details accordingly.
  2. On disposal (without replacement) of the vehicle, or on moving out of the CPZ, the permit must be cancelled, via their online account, and a refund will be made for each complete month unexpired, less an administration charge of £17.60. No returns will be made for an unexpired time of three months or less.

Lost, destroyed or spoilt permits

If a permit is lost or spoilt, there is an administration fee of £17.60 for re-issue of the permit.

Stolen permits

Stolen permits be replaced free of charge following written confirmation, with a crime reference number, from the police.

Bank holidays

The control on the residents’ parking spaces does not apply on Christmas Day, Good Friday, or on official bank holidays.

Eligibility and proof required for visitor and service vouchers

Permits and visitor vouchers issued by the council are not for resale.

Visitor vouchers are only to be used for visitors to your property. Visitor vouchers are not to be used by family, friends or colleagues who wish to park in the CPZ without visiting your residency.

Failure to comply may constitute an offence under Section 115 of the Road Traffic Regulation Act 1984.

Resident visitor vouchers

  1. An online application, via PayByPhone, must be completed each time a request for visitor vouchers is made.
  2. The applicant named must sign the application (unless applying online).
  3. The applicant must provide a valid proof of residency and must be a resident in the Controlled Parking Zone (CPZ) for which they are applying.

Depending on the zone, a visitor voucher book will normally contain five or 10 visitor vouchers. Please be aware that visitor vouchers in paper form are currently in the process of being phased out. For those who are vulnerable (see below), paper visitor vouchers will always be available for purchase, but from 1 December 2019 visitor vouchers will only be available for purchase through PayByPhone. 

Please note: generic visitor vouchers (paper form), capable of being used in any CPZ, will always be available to vulnerable individuals (proof of vulnerability required).

Boroughwide visitor service vouchers

  1. An application form must be completed each time a permit is requested, including the renewal of an existing permit and/or a change of vehicle.
  2. The applicant named must sign the application form.
  3. If you are a statutory undertaker or utility company (ie BT, British Gas), please ensure you provide a copy of your company ID and full payment. Payment can only be made with a company cheque.
  4. All other businesses, contractors and service providers must provide their company registration number and/or company VAT number on official company headed stationary. Payment can be made in the form of a company cheque.

You do not need to be a resident in the CPZ in order to apply for Service Vouchers. You must however, meet one of the criteria outlined above. Borough wide visitor service vouchers, for all zones, are £2.60 per hour (maximum permitted stay is 4 hours)

You can only apply for a maximum of 10 visitor voucher books per application form. Each Service Voucher book contains 10 vouchers. Each voucher is valid for one hour.

The data you provide on the application forms is for the purposes of processing your application for permits and vouchers. Ealing Council may use the data collected through the issuing and administration of permits and visitor vouchers for the purpose of enforcement of parking and traffic contraventions and traffic management administration. The data will be used by Ealing Council, its agents, and London local authorities and may be disclosed to other law enforcement agencies for those purposes and when it is considered necessary for the prevention and detection of crime, and when otherwise legally required. Your information may be: Shared with third parties for appeals and enforcement, such as London Tribunals and the Traffic Enforcement Centre (TEC), shared with organisations such as British Parking Association (BPA) and London Councils for statistical purposes only, shared within departments of the council where it is essential to carry out statutory functions, shared with our contractors in order to carry out our legal obligations. These include providers of services such as our cashless parking system, IT system, parking enforcement and print and scanning providers and finally, shared with the police and law enforcement agencies. If you want to have a copy of the information held about you this is called a subject access request under the Data Protection Bill 2018 and General Data Protection Regulations (GDPR).
