Unitary Development Plan (UDP)

What is the UDP?
Ealing’s adopted 2004 Plan for the Environment, officially known as the Unitary Development Plan (or UDP) sets out the council's intentions for land use and development from 2002 to 2017. The council uses Ealing's Plan for the Environment, together with the Mayor of London’s adopted Consolidated London Plan as the basis for dealing with planning applications.

What does it contain?
The Plan for the Environment includes a written statement (volume 1 and volume 2) and a proposals map. Please note that all the information contained on the proposals map is also shown on maps in volume 2 of the written statement. The council has also produced a sustainability appraisal of the plan (comprising the sustainability appraisal report and individual matrices for each chapter of the UDP).

The council has also produced supplementary planning guidance (SPG) and supplementary planning documents (SPD) that supplement the adopted 2004 Plan for the Environment, (Ealing's UDP). They relate to topics, areas, and sites.

What UDP policies have been 'saved'?
By virtue of the Planning and Compulsory Purchase Act 2004, Ealing’s adopted unitary development plan policies were saved for three years from the date the plan was adopted - ie three years from October 2004.

The Secretary of State, responsible for the Department of Communities and Local Government (DCLG), has now made a direction to save all the policies in the plan beyond the three year period, with the exception of the policies referred to below. The direction was actually issued by the Government Office for London. It is included in a new Appendix to the UDP for information. 

The policies that have not been saved are policies 1.1, 1.2, 1.3, 1.4, 1.5, 1.6, 1.7, 1.8, 1.9, 1.11 (from part one of the 2004 adopted UDP), and 5.1 on Housing Supply. These policies expired on the 11 October 2007. 

It should be noted that policy 1.10 and all other policies in the UDP have been saved, and will remain adopted development plan policies until the adoption of new policies in the Local Development Framework. This is programmed for 2013.

Where can I find the UDP and related documents? 
An online version of the plan for the environment (UDP) is available, with an interactive format. In addition pdf versions of the written statement ( volume 1 and volume 2 ) are also available together with copies of the various supplementary planning guidance/documents and sustainability appraisal report (pdf) 

Printed copies of the documents are available for sale:
UDP (paper copyincluding Proposals Map) £85 including postage and packaging, concessions (students, residents and charities) £50 including postage and packaging.
