Temporary structures

A temporary structure licence is required to place a temporary structure on or over a public highway.  

A temporary structure is:
  • scaffolding
  • hoarding
  • building materials
  • a crane

To apply for a temporary structure licence, you must:

  • pay a non refundable £100 licence fee
  • pay a refundable deposit 
  • provide a copy of your public liability insurance policy

If the licence is required for more than 1 month, monthly inspections will take place at an additional cost of £30 per inspection.

To apply for a temporary structure licence complete the application form . Please print the form, complete it and return it to Ealing Customer Services. If your licence is granted we will send you a paper copy.

Costs and processing
Licence applications are processed within five days, providing the necessary documentation (licence fee, deposit, copies of insurance policy) is supplied.

A licence is valid for a maximum initial period of six months but extensions can be sought.

Cranes, scaffolds and hoardings may require a temporary road or footway closure.  For further information contact the council's contractor, Mouchel, on (020) 8326 3019.

Before a licence can be issued the site will need to be inspected to ensure that it is safe. The charge for the inspection is £30, which is non-refundable. Before the deposit is refunded a final inspection will need to take place. The final inspection will cost £30, which is payable with the initial application for the licence.

Licence deposit
The deposit required is based on the area of footway/highway covered/enclosed by the structure in square metres. The sum required is £40 per square metre. The area is worked out by multiplying the length by the width.   Your deposit will be refunded if a licence is not granted after a site inspection.

Proof of insurance
You must also supply a copy of your insurance policy showing public liability for any damage to the highway.  The cover must include:

  • £5 million for public liability
