Why should I pay for graffiti removal if the council say they will remove it for free?
Ealing Council offers a graffiti removal service, funded by your council tax, which aims to remove graffiti from public highways and external areas of residential and commercial properties within 24 hours. If you notice graffiti in these areas you can report it to Ealing Council directly at no charge.
However, this service will not cover removing graffiti from internal areas such as communal stairways and corridors. This work is more extensive and cannot be dealt on a borough-wide level by the council's teams. For this type of work Ealing Council has its own dedicated graffiti teams which carry out graffiti clearance work across our estates. These graffiti removal teams only work on Ealing Council estates and leaseholders help pay for them through their service charges.
For this reason all leaseholders will continue to pay an estimate for this service. However, they will only be charged for graffiti removal in the final accounts if work was actually carried out by Ealing Council teams during the financial year in their block or estate. The share that leaseholders will pay will be based on the rateable value of their property. There may also be a basic standard charge to cover the reasonable cost of having access to the service during the year, regardless of whether any work was carried out.
