Second adult rebate
Second adult rebate is a separate scheme for people who cannot get help with their council tax because their income is too high. You can claim if you have one or more adults living with you who have a low income, as long as they are not:

paying you rent
-
your husband, wife or partner or
-
responsible for paying council tax
How to claim
You will need to fill in a
claim form as soon as possible and include the
income details of the people who live with you. You can claim
council tax benefit and second adult rebate at the same time on the
same form. We will work out both benefits and pay you the highest
one. You cannot get council tax benefit and second adult rebate at
the same time.
When to claim
The date of your claim will be the date that you register
your intention to claim with us providing that you return a
completed application form within one month of the date of
registration.
You can register your intention to claim by telephone or in person at our reception. We recommend that you send the application form with all the evidence required within one month. If you cannot provide the evidence within one month do not delay in returning the application form, the evidence can be sent later.
Information required to work out your second adult
rebate
We do not take your own income into account. We need to
know the gross weekly income of the second adult or adults living
with you, ie their wages before tax and National Insurance are
deducted.
We also need to know the amount of interest your second adult or adults get on their savings. We do not need to know how much their savings are.
The maximum second adult you can receive is normally 25% of the full council tax bill before any discounts are taken off. However if there is a student in the household you may be entitled to over 25%.
If the gross income before tax (income before tax and national insurance) of the other adults added together is more than the government’s threshold you will not qualify for second adult rebate.
