1 School Travel Plan Strategy

1.1 TfL Guidance on LIPs states that:

4G.Pr9 Boroughs MUST include a programme for the review of road safety around all primary and secondary schools and, where relevant, other sites by 2008, with consideration given to use of 20 mph zones.

4P.Pr4 Borough’s MUST set out programmes to encourage the use of more sustainable modes of transport (and reduce traffic congestion at schools) and set out how relevant promotional work (e.g. travel plans, travel awareness, demand management etc) is being progressed and how these meet the communication requirements of local residents.


1.2 This School Travel Plan strategy aims to:

  • Describe the policy context for School Travel Plans

  • Set out the objectives of a School Travel Plan

  • Outline the processes involved in preparing a School Travel Plan

  • Set out the type of measures that can result from a School Travel Plan

  • Identify potential funding needs and sources

  • Note the pioneering work carried out in the borough audit and in previous ‘Safer routes to School’ programmes

  • Distinguish between School Travel Plans and Road Safety

  • Set out the links between School Travel Plans and other council projects

  • Note the importance of cycling as well as walking to school and set out the types of measures needed.


1.3 The strategy will be subject to additional local consultation and will be updated during 2007/8.
