Local development framework

The Planning and Compulsory Purchase Act (2004) includes provisions for the introduction of a local development framework (LDF) for Ealing. At present, the emerging LDF includes:

Plan for the environment
Ealing’s unitary development plan (UDP), including the proposals map, adopted in October 2004.

Supplementary planning guidance/documents
A range of documents which supplement the Plan for the Environment. They include guidance adopted in October 2004, some draft guidance, and supplementary planning documents adopted in March 2006.  You are invited to comment online on two new draft supplementary planning documents - SPD9 Legal Agreements, Planning Obligations and Planning Gain and SPD10 Conservation Areas and Listed Buildings, and the accompanying draft Sustainability Appraisal of the documents, between 7 September and 19 October 2007.

Local development scheme (pdf)
Ealing’s first local development scheme (LDS) was produced in March 2005 as the official work programme for Ealing’s local development framework. The documents in this scheme will eventually supersede the UDP. The LDS has been subject to a number of reviews since the first version was published.  The updated schedule of projects (August 2007) (pdf), sets out our most up-to-date programme for this work.  Note that this may still be subject to change, following liaision with the Government Office for London.  A timetable showing when we will be consulting on these documents, and how you can comment online is available on our online local development framework consultation page.  You will need to register first to use this facility.

Statement of community involvement
This is a statutory document on how members of the public and interested organisations can be involved in decisions on planning policy and planning applications. It was adopted in June 2006.

Issues and options for spatial planning
The first stage in producing development plan documents (core strategy, sites allocations document and proposals map) took place in March 2006. You can comment online on new issues and options between 7 September and 19 October 2007.

West London Waste Development Plan
Ealing alongside five other west London boroughs (Brent, Harrow, Hounslow, Hillingdon and Richmond upon Thames) have joined together to prepare the West London Waste DPD, known as the West London Waste Plan. This will be part of each borough’s Local Development Framework and aims to identify possible sites for managing the area's waste until 2025. It will give priority to waste reduction, recycling and composting.

Issues and options consultation is about to start and will run from 29 October 2008 to 30 January 2009.  This is the first stage of a programme of consultation to develop the West London Waste Plan (WLWP). Background reports
These are issues and options background and reports on retail, employment land review with maps, housing need and supply, waste, green space and community premises.

Printed copies of the documents
Printed copies of the documents are available for sale - Plan for the environment £38; supplementary planning guidance/documents, AMR and background reports are all £10 per volume inclusive of postage and packing. Other documents are free. Contact us, enclosing a cheque for the appropriate amount, made payable to the London Borough of Ealing.

Documents are also available over the counter at Perceval House main reception. They can be inspected at all of the borough’s libraries.
