There are different types of licences known as a premises licence,  temporary events noticepersonal licence  and  club premises license

Temporary events notice
A temporary events notice (TEN) should be used to authorise relatively small-scale ad hoc events held in any premises involving no more than 499 people (including staff) at any one time.

The TEN application form (word) must be submitted:

The requirement is to give an absolute minimum of 10 working days notice exclusive of the day on which the event is to start and exclusive of the day on which the notice is given.  However, in a significant number of cases this time period would not allow enough time for the organiser to liaise with the fire authority, the police and the relevant council officers to ensure that the event passes off safely and with minimum disturbance to local residents.

We recommend that TENs are received by this licensing team and the licensing sergeant at least 20 working days before the planned event. This will ensure that full discussion can occur between the organiser and any other interested parties in order that the event can take place with the minimum risk of crime and disorder, public nuisance and to the health and safety of staff and customers. Additionally, we recommend that TENs are not normally served on the licensing authority (the council) or the Metropolitan Police (licensing sergeant) any more than three months before the event is due to take place. Possible objections may be raised that could otherwise be avoided if TENs are submitted too far in advance.

Your TEN must be accompanied by the prescribed fee (£21) with cheques payable to the 'London Borough of Ealing'.

Personal licence   
A personal licence is needed by anyone intending to supervise the sale of alcohol in any premises, including pubs, off licences, restaurants and hotels but not including private members clubs. A personal licence is valid for ten years and the holder is authorised to sell alcohol anywhere in the country at premises that have a valid premises licence. A holder of a personal licence must notify their Licensing Authority of any change in their name or address or if their licence is lost, stolen, damaged or destroyed. A new licence will then be issued and a fee is payable (see fee guide). To apply for a personal licence, please complete and submit one copy of the application form and one copy of the disclosure form to Ealing Council.

Premises licence
All premises supplying alcohol, entertainment and in the case of late night premises serving food after 23:00 hours require a premise licence. Premise licences once granted will last for the life of the business. The fee charged for the premises licence will be the same no matter what or how many licensable activities will take place on the premises. However where the premises create problems that impact on any or all of the four objectives anyone can ask for a licence to be reviewed by the Licensing Authority.

Applying for a new premises/variation licence
To apply for a new premises or variation license, please complete the relevent application form. Please also submit a copy of the application form and to the responsible authorities. You also need to display a notice of application (word) in your window for 28 days. The notice must be copied onto pale blue paper not less than A4 size. Please note if you are applying for the transfer of a premises licence under the Licensing Act 2003 on behalf of yourself/your client, you need to be made aware that an annual fee is payable to the Council as the Licensing Authority on the date that the premises licence was orginally granted. Please ensure that all previous annual fees have been paid prior to the transfer of premises licence to yourself/your client to ensure that you/your client are not liable to paying outstanding fees.

Club premises licence    
The Licensing Act 2003 recognises that volunteer and social clubs give rise to different issues for licensing law than commercially run premises selling direct to the public. These clubs (such as the Royal British Legion, working men's or cricket or rugby clubs) are generally organisations where members join together for a particular social, sporting or political purpose and then combine to purchase alcohol in bulk for its members.
The clubs carry on activities from premises to which public access is restricted and alcohol is supplied other than for profit. For these reasons the 2003 Act preserves aspects of earlier alcohol licensing law which applied to 'registered members clubs' and affords clubs special treatment outside the normal premises licence arrangements.

Clubs which meet specified criteria set out in the 2003 Act are known as 'qualifying clubs' and the authority under which they may supply alcohol and conduct other 'qualifying club activities' from their premises is a club premises certificate issued by the Licensing Authority. The grant of a club premises certificate means that a club is entitled to certain benefits, which include the authority to supply alcohol to its members and sell it to guests without the need for any member or employee to hold a personal licence, and the absence of a requirement to specify a designated premises supervisor. There are also more limited rights of entry for the police and other authorised persons, as the premises are considered private and not generally open to the public.
