What
is Neighbourhood Renewal?
Neighbourhood Renewal is a government initiative with a goal
to reverse neighbourhood decline. It aims to do this by working
from a grassroots level to deliver economic prosperity and jobs,
safer communities, good education, decent housing, physical
environment and better health, as well as fostering a sense of
community among residents.
What
is a Local Neighbourhood Renewal
Strategy?
A Local Neighbourhood Renewal Strategy (LNRS) is a vision,
strategic framework and action plan, which focuses on delivering
the government's goal that within 10-20 years, no one should be
seriously disadvantaged by where they live. The process prioritises
the neighbourhoods in greatest need, assessed against a range of
indicators including education, health, crime and environmental
conditions.
There is a high emphasis on evidencing issues and progress of remedies delivered through the LNRS. Neighbourhood Renewal also recognises that turning such neighbourhoods around is a resource-intensive process and can only be achieved and sustained by effective mobilisation and use of mainstream resources.
Ealing's
Local Neighbourhood Renewal
Strategy
Ealing's Local Neighbourhood Renewal Strategy is based on the
NRS Framework, providing increased baseline information on the
target neighbourhoods and a detailed action plan. The LNRS Action
Plan comprises of both NRF, other externally funded and additional
mainstream activities that are adding value to delivery of the LNRS
objectives in the target neighbourhoods.

Ealing's Local Neighbourhood Renewal strategic objectives:

to halve unemployment and crime, better skills, health, housing and physical environments in our most disadvantaged neighbourhoods with particular reference to resident service priorities

to narrow the gap on these measures between the most deprived neighbourhoods and the rest of the borough
-
to develop sustainable ways for local people and organisations to be involved and shape Neighbourhood Renewal in their communities

to ensure that lessons and good practice captured through development and implementation of the LNR strategy are communicated widely and used to improve its impact
Ealing's
Neighbourhood Renewal Fund (NRF)
Ealing received just over £2 million of Neighbourhood Renewal
Funding for 2001-4 to support delivery of the LNRS. This resource
was used in the target neighbourhoods to build local community
capacity for involvement, pilot approaches to improve local
services based on resident priorities and to lever in additional
mainstream and external resources. This programme has now been
completed and has developed a foundation for Neighbourhood Renewal
in Ealing to continue.
£1.8 million NRF was allocated to Ealing for 2004-2006. View the NRF forward programme for 2004-2006 (word).
£2.65 million NRF was allocated to Ealing for 2006-2008. The forward programme was agreed by the Executive Board on 8 January 2007. View the NRF forward programme for 2006-2008 (pdf).
It is not yet known whether central Government will be allocating further funds post March 2008.
Organisational
arrangements and partners
Ealing Council is the accountable body for the Neighbourhood
Renewal Funding Programme.
The Neighbourhood Renewal Standing Committee (NRSC) was a partnership formed by the LSP to steer and manage the Neighbourhood Renewal Strategy and Program.
