Refuse and recycling public consultation
This consultation is now closed. Ealing Council would like to thank everyone who participated in Phase I and/or Phase II of the refuse and recycling consultation. This was the largest public consultation undertaken by Ealing Council with more than 29,000 residents taking the time to tell us how they want their refuse and recycling collected.
Ealing Council’s Cabinet made a final decision about the consultation results at the Cabinet Meeting on Tuesday 1 May 2007. The plans include wheelie bin service for some Southall wards including Southall Green and Southall Broadway, improved recycling services across the borough and a pilot communal waste bin scheme for people living in flats.
Phase I: 1 November 2006 to 3 January 2007
Phase I started off with a bang, collecting more
than 10,000 responses, including 1,700 responses via the online
survey. Ealing Council ran a borough-wide consultation to find out
what rubbish collection service people wanted. Results showed that
there were two clear favourites: option A (keep black sacks) and
option B (one wheelie bin). Option C (two wheelie bins) and option
D (fortnightly collection) were not popular and were dropped. All
Ealing areas (W5 and W13), Elthorne ward, Hanwell (south of the
train tracks) and Southfield ward, Acton (bordering Chiswick) have
chosen to keep black sacks. In all other parts of the borough there
was no clear decision.
Key findings
Option A (keep black sacks) was selected by 46% of
respondents as their first choice. This was the highest first
choice option however, opinion on Option A is split with a quarter
of respondents selecting it as their least preferred option option
B is the most popular 2nd choice, with 43% of people choosing it as
their second preference 47% of respondents selected Option D as
their least preferred option. 87% of respondents would like plastic
recycling to be introduced.

Phase II: 12 February to 13 March 2007
Phase II asked residents in the undecided areas to choose simply between black sacks and wheelie bins. Residents living in Acton (except Southfield ward, bordering Chiswick), Greenford, Hanwell (except Elthorne ward, south of train tracks), Greenford, Northolt or Southall were given an opportunity to tell us what they wanted even if they took part in the previous consultation.
