To exercise the council's functions as a local planning authority including approval under Building Regulations, Hedgerow Regulations and related matter, the Unitary Development Plan and Strategic Planning but excluding planning policies which include the UDP and strategy planning, except those planning policy areas as follows:
- Planning briefs
- Conservation area designations
- Conservation area design guides
- Conservation area character statements and/or action plan
- Article 4 directions
- Conservation area panels membership
