Terms of reference
To approve the policy framework, budget and any large scale land housing transfer.
To appoint the leader and members of the Cabinet and agree/amend the powers and duties of committees.
To undertake all powers with regard to by-laws, changing the name of the area and honorary aldermen or freedmon of the borough.
