CCTV

The crime prevention and public safety CCTV system is owned and operated by the council, in partnership with the Metropolitan Police.

There is a 24-hour control room, which monitors and records images from CCTV systems in streets, off-street car parks and housing estates in the borough. These activities are carried out in accordance with the Data Protection Act 1998 , Freedom of Information Act 2000 and in compliance with The CCTV Codes of Practice (pdf).

We also operate a separate traffic enforcement control room, which monitors the borough's network of bus lanes and  moving traffic contravention enforcement (eg yellow box junctions and no right turns). This service is carried out in accordance with the Road Traffic Regulations Act 1984, The Road Traffic Act 1991 , The Transport Act 2003 and the Code of Practice for the Enforcment of Bus Lane CCTV Cameras (word).

To ensure the council carries out its duties in compliance with the above codes of practice an independent panel, The CCTV Independent Monitoring Group (IMG), monitors the service.  The IMG's primary functions are to ensure that CCTV use in Ealing does not infringe civil liberties or human rights and are operated within agreed guidelines.

Retrieving CCTV footage
To help with the process of retrieving CCTV footage please fill in the CCTV request form (word) identifying the date, time, location and incident in question. The department that will deal with your request will depend on where the incident took place. You will also need to provide photographic ID such as a photocopy of your driving licence.

If you are requesting to view CCTV regarding a criminal offence you will need to obtain a crime reference number (CAD), this will be provided by Police at the time of reporting an incident. If the request refers to a parking offence then a parking notification number (PCN) will be required.

Access to images is restricted to the Police who require them as evidence or to assist them in the detection of crime.

However, the Data Protection Act 1998 and the Freedom of Information Act of 2000 require public authorities to make available any data held by them to any member of the public.

A member of staff will contact you on receipt of the CCTV request form to discuss your application and the next steps. If the data is held by us, an edited copy will be shown to them. The purpose of editing is to exclude from any image any other person or other data not required, such as vehicle registration numbers. This is a service that the Ealing Council currently offers for free. This may change in the future however.
