Community risk register
The Civil Contingencies Act 2004 places a legal duty on category one responders to produce a community risk register.
The community risk register is a compilation of risk assessments for hazards affecting the west London resilience forum area. The west London resilience forum area includes Ealing.
The west London resilience forum includes all the category one responders, which operate within the boroughs of Ealing, Brent, Hammersmith and Fulham, Harrow, Hillingdon, and Hounslow.
Category one responders are made up of the following groups:

local authorities

Metropolitan Police Service

British Transport Police
-
London Fire Brigade
-
London Ambulance Service
-
HM Coastguard
-
NHS
-
Health Protection Agency
-
Environment Agency
The act requires each local resilience forum to produce a community risk register. The register is a joint evaluation of risk, which provides information about arrangements for emergency planning, business continuity and warning and informing the public.
The purpose of the duty is to:

ensure that category one responders have an accurate and shared understanding of the risks they face

provide a rational basis for prioritising objectives, work programmes and resources

enable category one responders to assess their plans and capabilities

facilitate joined-up local planning, based on consistent planning assumptions

enable category one responders to provide an accessible overview of the emergency planning and business continuity planning and

inform and reflect regional and national risk assessments
In London the London Fire and Emergency Planning Authority (LFEPA) has the lead responsibility to ensure the maintenance of a community risk register in each local resilience area in London.
